Mercia Tradger, a veteran from the last few wars of the worlds, created a group of World "Police" that has the sole job of keeping the peace. Though she also owns the Mistico Terra City Pub, in order to pay for some expenses of the IWK. The IWK are usually for hire, but in some cases they will take on free cases, depending on the case. The group idealy has a member or group of members for "policing" each world.
The IWK was formed around the time the war that had happened 180-190 years ago...in order to keep the peace.
